Hey I been trying to find some random RP, alot of the scheduled events I end up missing due to my RL. And I wanted to know if there was an area on the horde side, or both horde and alliance where random RP happens?

RP doesn't really have a side for random RP. We are majorly focused on events, or you can ask in HordeOOC if anyone wants to RP.
Ally side has the Blue REcluse in the Mages District, whenever I go over there to play there's generally always someone or multiple someones there at night.

Random rp? Why wait to see if any is happening! Talk to people, make it a point to be friendly and ask people questions.
If nothing else start arguing with an NPC. Try doing that with a trainer for your class. I try to get my trainer to lower his prices, often asking those players nearby if this is tolerated! The nerve of these trainers to charge so much!

Once after a particularly long and challenging engagement with the Zandalari forces I found my armor in a terrible state of disrepair and me (the bulk of my assets invested in non-liquid situations) without the funds to pay the armorer. So it was that I found myself on the streets of Dalaran.
A true Sin'Dorei has too much pride to beg his guild or passing strangers and would never go to battle with armor in shambles. I stopped in at the Ledgerdemain Lounge and paid my last 15 silvers for a glass of Eversong wine to sit with as I pondered my situation.
The barkeeper, Azuregaze, detected my pensiveness and asked me about my situation. In the course of explaining, we began to reminisce about the Third War and the now gone days of a more glorious Silvermoon.
Understanding that some things cannot be asked no matter how great one's need, Azuregaze began to speak of the business he and his wife run in Dalaran and of how much he wished he had another set if hands at the bar to deal with the evening crowd. Being by nature helpful and gallant, I could not ignore my new friend's plight. Fortunately I had a fine suit of Noblegarden clothing to don to look the part as I took up the position as assistant barkeep of the Ledgerdemain.
My duties included greeting customers, explaining the drinks selection and going for supplies around town.
It wasnt long before the evening crowd began to pour in. One party was a large group of Alliance soldiers presumably taking time off of some business in Northrend. I spent most of the night serving this group of foreigners, though I cannot be bothered to speak common and they didn't understand a single word of Thalassian (apart from what you might find scrawled on some wall in one of the lower class quarters of Orgrimmar). Despite this, they were treated to as fine an evening as the establishment has ever offered, thanks in no small part to a down-on-his-luck veteran working a part time job to repair his equipment so as to prepare for the next battle.
Or if you prefer, I got burned out tanking random dungeons for pugs so I put on a Noblegarden costume and played bartender in Dal for a bit to amuse myself and other people joined in.

But yes, I have a walkup's welcome tag on my MRP's (if you see them) despite this particular character no longer being on the server. I'm happy to RP though.
Both factions also have a channel specifically for random RP. You can use them to talk in-character from wherever you happen to be, about what your character's doing (questing, PvP, etc.) or about anything else you please. It's just real-time, in-character chat, ostensibly over the hearthstones we all have.
The channel's called "Hearthstone" on the Horde side and "HearthstoneIC" on the Alliance. So type either "/join Hearthstone" or "/join HearthstoneIC" (depending on faction) and say something IC! "Is this thing on" is always a good start. Then go from there!

I once held a Gnomes Only Dance Party on the bridge between Trade and Mages. I got 9 other people to show up and dance and throw explosives and fireworks, just by shouting in OOC and General Chat that I was doing so.
Who says RP has to have a point? Just dancing is enough for some people. I had such random likes as a level 3 mage, a level 85 warlock and her felguard, and a level 67 warrior show up. Why? Because "why not?". It was a fun twenty minutes, and no one cared. Even had a Draenei show up and ask what was happening.

In my experience, the offering of cake has been an effective way to get people to do what you want.
Be sure to use adjectives making the cake sound as desirable as possible, such as in "This cake is great, so delicious and moist."
Do not believe her... There is nothing moist or delicious, or even remotely edible about her cake.
