Get your name out there. Be visible. Talk in global channels if you can stand the insanity, be friendly and fun, politely ask unguilded people if they're interested in a guild (it's usually best if you know them a bit before sending a blind request though, such as through grouping together). Post on these forums a catchy advertisement for your guild--include things like what kinds of people you're looking for, what kind of content you're working on, and show off your silliness. Put up macros in the GuildRecruitment channel. You might be able to get away with a few macros in channels like Trade, too, but I don't know what the current etiquette for that is. And remember to get the GuildFinder set up for your guild. You can also try holding public events, but I know that's not everyone's cup of tea.
Hope that helps. One thing to keep in mind that constant advertising can get annoying, so be sure to pace your macros (no more than one per hour, if even that much), and be thoughtful of folks not wanting a guild.
And as an aside, have a way of screening new members, since sometimes you can pick up people that are dodgy using the above. Since you didn't ask after that specifically, I won't go into it.
