These are a green world drop from level 61-65 creatures, so they're not particularly rare just somewhat of a nuisance to farm.

There are some on the Alliance aH for 500 gold. That's kind of an insane price for those, but pieces of our dress armor are over 5k so everyone's gone insane it appears.
