Depends on who you ask and what you are looking for.
It has a huge community of people who are into RP that spend lots of time in OOC chat channels talking about RP.
We mostly have scheduled events, and hordeside has a lot of hearthstone RP activity.

We do have some random world RP at that,... *waves* If you want to find it all over the place, I'd suggest Wyrmrest Accord.

The people in AllianceOOC (and, I'd assume, HordeOOC, though I have no personal experience with it there) are friendly and welcoming, and don't object (for the most part) to having their pants stolen with common frequency.
RP on any realm is what anyone makes of it: if you want RP, you start RPing. Download a popular RP mod and look for others who are using it, and most of the time, you can just walk up and start random RP, and they'll engage you. If not, they're often polite enough to let you know they aren't available for RP at that particular moment.
Do you see someone "RP walking"? Chances are they're RPing, if only 'cause actual heroes, while always on matters of worldly importance, aren't running *all* the time (nor are we wandering about town with shambling corpses or giant scorpions following our every step, but that's another issue entirely...).
Get involved in the community, watch the boards for events, get involved in the OOC channel appropriate to your faction; most every day I'm on, I hear "Is there RP going on?" or "RP happening in the Blue Recluse!"

Elrith suggested Wyrmrest Accord, and having just transferred here from that realm, I can tell you RP is alive and well there. They're sort of a younger Cenarion Circle with dashes of Moon Guard (sans the nasty Goldshire; their porn takes place in Silvermoon for the most part, poor Hordies...). The flipside is they're a low-population realm. While this has the tendency to keep auction house prices somewhat inflated (less competition, which means the more diligent farmers can usually set their prices high; Cenarion Circle has high AH prices mostly 'cause there's lots of money here due to the age of the realm, which has been around since the game launched in late 2004), their RP community is fairly tight-knit. The realm has a reputation for being insular when it comes to RP, and in some cases it's true, but diligence will get you into that crew. They aren't trying to be elitists or make people feel unwelcome, they just made a concerted effort to keep Wyrmrest Accord from being everything the other RP realms had become with age when WrA was launched, and it kind of made them close ranks as they worked out the pecking order of their RP guilds and scene.
A bit of advice: don't ask if there's RP happening if you go into AllianceOOC. If there isn't any, then you may get silence, or if there is but those people are busy, y'know, RPing, they may not want to take the time to type out a response in that channel, as they may be working to keep the flow of their IC conversations going. Just pick a spot (the Blue Recluse seems to be quite popular, and the tavern in the Dwarven District in Stormwind is gaining some traction), and say in AllianceOOC "RP happening here at *insert near time*." People will show up, trust me.

When I log in I will often hit both the IC and OCC channels to see what is happening and where. Once I get into the "RP Zone" I will often /leave the OOC channel as it starts cluttering everything up while I am paying attention to what conversations are going in front of me.
Alliance side seems to have its RP based around locations, such as the above mentioned Blue Recluse and Dwarven Tavern near the Dwarven AH/Bank in Stormwind. I have not ventured to Ironforge yet, so it could very well be the same.

I rarely have a problem finding RP in stormwind once you start seeking it out; and most importantly, I have yet to run into an RP griefing and I've RPed in every district of Stormwind now! There's not much random rp, honestly. You can find a bit here or there, but it's nothing to count on. /AllianceOOC is very friendly, though and I can always find someone to rp with if I ask in there. Your RP experience on this server is mainly going to be guild and event driven. Really, I love it here, though. It's laid back and fun.
If you want a bunch of random RP, I'd also say Wyrmrest Accord. It's my home server and it's full of that.

I havent really found any here yet, but to be fair I haven't been into any cities other than Darn (where I saw a well known rper and was too scared to approach him). I went to SW for a few moments while on a quest tonight, but didn't see anyone in the taverns or randomly around so I left again failry soon. So I am guessing the random world RP doesn't happen, but the location city RP probably does (I just haven't sat around in the cities to be sure).
Horde RP was patchy but there in Orgrimar when I was horde, but because I didn't like the Horde lore and had trouble finding my RP feet, I didn't stick around, opting to check out Alliance. Their OOC channel was good though, so credit where credit is due.
I must try the Alliance one sometime, since I have zero RP connections on Alliance at the moment.
But best to try random stuff, or go to events as mentioned.
As for WrA, don't even get me started. I had some very bad experiences while trying to learn how to RP there (and no I wasn't a vampire/dragon/demon). To the point it nearly put me off the idea completely.

WrA is a good server, I've got a few real life friends over there; but I don't think their RP can match CC's history of server-events and RP notables.
If you're looking for a way to toe into Horde RP, I suggest /hearthstone; I've seen it used almost nightly since Cataclysm launched. Probably because we were all exploring the new SHINY of the world but still wanted to gossip like hens with the rest of our adventuring compatriots. I believe there's Welcome Walks as well, but I've never interacted with them. Tavern Night, the Clinic.
The only thing Horde does seem to have is a stickler for lore. This is great because it makes the RP a wee bit more authentic, but it's hard on the newbies to wow-lore and folks who want to be 'special'. So if you're planning to be a nether dragon, or a succubus, or even a High Elf who lived in Silvermoon at the fall but never took of the fel energies... it'll be hard to get in with the majority of the community.
The last time I was truly involved with Alliance-side RP was back in the Burning Crusade so I cannot really give an opinion on how that's going.
