Unlike the current version, which is a BoP green recipe that only rogues can purchase and use, this is the white BoE version of the recipe, learnable by any class. The recipe was removed from the game in patch 1.3 back in March of 2005, and has not been obtainable in game since then.
For non-rogue recipe collectors, this is the only way to "complete" your recipe collection (well that, and Dirge's Kickin Chimarok Chops, which was removed in Cataclysm, of course).
