My PVE realm is getting a bit boring...so I want to try RP out. I've never RP'd in WoW before but I've heard good things about this server. Does anyone have tips for an RP newbie?
I'm thinking about transferring here...

I'd advise just jumping right in! On a welcoming place like CC, it's less "sink or swim" and more "we'll lend you some floaties until you learn to dogpaddle." We were all new once, and know how you feel.
All you really need is a toon, a name, and a character concept. Don't worry about being a super complicated character with a rich and detailed background. Just being a "traveler who wants to see interesting things" is good and will allow you a lot of flexibility as you learn to RP and develop a more detailed character. When you're more comfortable with RP and have an idea of what you want to be doing, you can add to your background, or start a new character if character #1 didn't work out.
I find I don't really know who my character is until I play them for a little bit; I may have a general idea, but all the details and character quirks develop as I interact with others.
I do suggest you avoid playing any "extra shy" characters at first, even if you're feeling shy, as it'll be hard to justify joining in any RP you come across.
If you do see any RP going on, feel free to start reacting! CC is rather open. Most people will start including you, or else they wouldn't be RPing in an easy-to-find place. We don't mind on-lookers either, if you'd prefer just to watch. Give the RPers a /whisper if you're not sure how to join in.
Most of all though: be sure to join /HordeOOC (or /AllianceOOC if you hop the fence) and introduce yourself! We'll help you out and point you in the direction of fun.

Hiya! Glad you chose CC! As Kezrin said, we're not much of a sink or swim RP community, and are happy to help people out.
Should you choose to roll on this server, there are a few good guilds for helping you learn how to RP. For the Alliance, it would be Azeroth College, I think. Horde, it'd be the Homeland.
And do join the OOC channels, as it should be helpful. But if you go Alliance, watch for our personal memes... *hides the frying pan*
